I'm wondering whether this could be your William Jones on the 1851 Census for Llanvrechva Upper, Cwmbran:

  The address is 'The Square'.

William is age 8, born Llanvrechva Upper.

Parents  are Samuel, a road man  (born 1801 in Abergavenny) & Elizabeth (born 1805 Mamhilad,
  Pontypool)

There are five other children of Samuel & Elizabeth on the census, as well as two nephews.
