About Israel Waring, not born in county, here's a possibility.

In Bucks Posse Comitatus 1798, there's an Israel Waring, servant, of Chalfont St Giles, Bucks, which is about 5 miles from Sarratt.

Just following back the information you have posted
1841 census for Sarratt states Israel was not born in County
His age at death in 1842 was 60 as per GRO index.  That makes birth c1782.

Where does his father as 'James'  come from if you don't have a baptism  :-\

The 1841 England Census shows a Sarah Wearing, Sarratt Hertfordshire, age 55, estimated year of birth 1786. But when you look closely at the actual page, it reads Israel. I guess if you look quickly it looks a bit like Sarah? So I am assuming this is my Israel Wearing (sometimes written as Waring) who married Elizabeth King and had a child Joseph who all fit my tree going forward. Now, as for his father... more research needed?

There is an N in the column Whether born in same county. So Bucks is a good possibility. It would also make sense to get the 1820 will of James Waring.

I'm fairly confident that Israel is correct, but finding his parents is a bit of a mystery.
Another tree on ancestry has his father as James 1754-... but I haven't found anything on that yet to verify it.
