Do local record offices hold the marriage records for the counties registry offices?  Or do you always have to purchase the certificate?

Register office marriages are, as far as I am aware, not available from any Record Office.  You will have to purchase the certificate.
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!
