New York newspapers online

http://www.fultonhistory.com/Fulton.html

Search for "walter uppit" and select "The exact phrase" from drop down menu.

Shd. return 5 hits (NYT not included)

I'm sorry but I am not clever enough to give you the link but if you Google " the sun, March 29 1908.  page 2" you should arrive at a report about a bomb incident to which Walter Uppitt of  127 East 117th Street was a witness. His name appears in the final prargraph near the bottom of column 2.

Thank you, both.  I should have thought of Fulton myself.  I shouldn't be searching at 1 AM when my mind is foggy.

Very interesting articles.  In the end, Uppit was not deported.  He became a naturalized citizen, served in the US Navy and is buried at Arlington National Cemetery.
