There are two German names you could look into —  Loher and Lauer. First sounds like Lower and the second one if written in the old way can look like it.

I've had a look on a German database website and only had one hit for the surname "Lower" in Niedersachsen (Saxony)

I had about sixty hits in the Hessen database but none could be your family as the records were centuries old or 20th century.

The Schleswig-Holstein database isn't online yet.

I've had a look at the Christoph Stoepel surname distribution map and see that the name appears to be  concentrated in eastern Germany ;

This is backed up by a webpage that suggests the surname orginated from Bohemia.

Do you know of any godparent names that were donated to your ancestors - they're usually listed before the child's given name and it's easier to search a database if you have the full set of names.

Interestingly there's another rootschatter researching a "Lower" family in Coventry which is about 28 miles from West Bromwich.
