Anything plugged into it?  USB?  Earphones? etc

Nothing is plugged in and I have tried to remove static by switching it off and removing the sockets and pressing the start button for 15 seconds.

Here are some things you could try:

(this is a problem with a laptop but would be more or less the same fro desktop)

Hi
How long have you left it before giving up?

How old is it?

It could be rebuilding the page file which may take a very long time.

Any lights flashing/permanently on?

Have you found a tiny hole somewhere on keyboards and inserted a paper clip in to it?.

Have you found a tiny hole somewhere on base (with battery icon beside it) and inserted a paper clip in to it for 15 seconds to remove static?

Have you also pressed F2 repeated while it is trying to Boot up?

I would be very reluctant to poke any bare wire into any hole in my PC. At best it might destroy some components, at worst it might destroy me  :o

Provided the case is properly earthed it shouldn't be possible for it to hold a static charge.

It would be easier to advise if there was more detail, such as which operating system you are using.

They are there for a purpose!

Perform a Hard Reset

Disconnect the power adapter and turn over the laptop. Locate the battery reset hole at the bottom of your laptop. Use a slender object such as a pin or small, straightened paperclip to prod inside the battery reset hole and press the battery reset button.

Remove the pin, reconnect your power adapter and turn on your laptop to resume normal use.
