The marriage in 1914 Church of Ireland, both full age.

Richard was a Civil Servant, his father a Sculptor
Mabel father was a Harbour Master.

They had a daughter in Elizabeth in 1915

Where Richard is Customs and Excise.

I can't see any of them in 1911, were they Irish?

Harold Connell's birth gives mother Matilda's maiden name as Higgins

Eldest son on 1901 census, Walter, was born in America so it's possible the parents married there.

I wondered about this guy in 1911, the image occupation looks like 'Excise officer' to me, if him, then born in England:

Just to note, until you can rule in or out, that a Richard 'Morries' Miller was baptised (CoE) on 4 December 1887 at Portland, Dorset, parents given as William James and Jane Miller, there was a birth registered for a Richard Maurice Miller in Weymouth registration district in the Oct-Nov-Dec quarter of 1887, volume 5a, page 319.

A 3 year old Richard M. Miller appeared in the 1891 England census with his parents William J. and Jane Miller and several siblings in Portland, his father's occupation was given as 'Monumental Mason'.
