Following Gaffy's findings, there seem to be lots of references to him in the newspapers as Cecil Selby Lowndes.

A Mr and Mrs C. S. Lowndes arrived at Southampton from Cape Town South Africa on 11 November 1913 on the 'Bamoral Castle', he was described as a 40 year old farmer, she as 36 years old.

There are references to Cecil Selby Lowndes, C. Selby Lowndes and C.S Lowndes departing the UK for various parts of the globe between 1891 and 1901.

Saw those, then there's a gap, I'm thinking 1913 may have been their return after living for a while in South Africa (ie. after their marriage), can't yet see anything for him and her in the England or Wales (1911) census. His age in the 1913 manifest is promising.
