The first Ordnance Survey of County Durham was 1854-7. Have you looked at the maps I gave the links to? Some will show street names.
Go to https://maps.nls.uk/geo/find/#zoom=5&lat=55.4227&lon=-3.0000&layers=102&b=1&point=0,0 and put in the names of the places you are interested in. You can select on the left which maps you want to see, and when you click on the area you will get a list of available maps, with dates, on the right.
If you really want to buy maps then go to  http://www.alangodfreymaps.co.uk/ but they will only show what is available on the Nation Library of Scotland site from 1895 onwards.

Just to add to what Stan said, it's the later maps that tend to show more street names, but by picking a selection of scales and dates on the NLS site, it's usually possible to identify 19th century streets.

If you're trying to find addresses from a census, it's also useful to compare the description of the enumeration district with what you can see on the map.
Researching among others:
Bartle, Bilton, Bingley, Campbell, Craven, Emmott, Harcourt, Hirst, Kellet(t), Kennedy,
Meaburn, Mennile/Meynell, Metcalf(e), Palliser, Robinson, Rutter, Shipley, Stow, Wilkinson

If you are looking for the addresses where various people lived you could ask for help on RootsChat.

Also this version of 1897 OS 1:2500 of Sunnybrow shows street names, very little for Helmington Row or Hunwick
