It means he was probably illegitimate.

Is there any birth registration for him on freebmd?
Have you checked Family Search?
Where is he in 1851 and 1861?

Baptisms on the Wiltshire OPC site for Bratton only extend to 1699.
https://www.wiltshire-opc.org.uk/genealogy/index.php/parish-directory/item/329-bratton

Later baptisms will be at Wiltshire & Swindon History Centre.

Interesting in that he lived a large part of his life in Portishead, Somerset? My home town!

Hi
His Railway record for the GWR gives a birth date 14th Oct 1848.
James Smith joined Bristol May 1877. But Pay 20 ' from 1875.
At Bristol Goods Portishead,

So it looks like he was registered at birth Dec 1848 Westbury and Whorwellsdown  vol 8 431.
It is an illegitimate birth but I'm sorry I can't see a baptism.

He was illegitimate, and registered as a Smith.
If his mother married, then he may be enumerated under his step-father's surname in 1851, 1861 and 1871?

Best bet is to buy the Birth Certificate.

A possibility might be
James Saunders + Ann Smith, married Westbury RD, Sep 1849
They have a son James born Bratton who may be slightly older than that. And no birth reg?

Are in Edington in 1851 where the young James is James S Saunders, 2, born Westbury (could S be for Smith?) Piece 1842 folio 193 page 20

Here is the family in Bratton, Westbury, in 1861. James is 12, born Bratton.

Don't think a James Saunders of that sort of age born Wiltshire is around in 1881 or later.
