Why do you think it is an institution?

I'm looking at the census page and I don't see any mention of an institution. It looks like a normal dwelling in Hill Street.

That's an LDS transcription from the Familysearch website. I wouldn't place any reliance on a transcription. Always examine the original image. As I said, the census page says nothing about an institution. They are private dwellings.

Looking at other LDS transcriptions from that census book, I think they all say "institution" in the "affiliate record type" box.

If you do a search for "affiliate record type: institution" on this site or on Google you'll see that this is quite a common problem with LDS transcriptions, and very misleading.

They have probably assumed it is an institution because it comes under the subdistrict of the Dockyard. There is no mention of institution on other websites.
