Have you looked for his birth reg on freebmd then used GRO online to look for his mmn?  I can see his birth reg on freebmd.  Looks like he was illegitimate

Have you looked for him on the 1861 or 1871 census - both of which are free to search on  www.familysearch.org

If you look on freebmd there is a marriage in St Thomas for Ann Channon Chamberlain in June qtr 1858 to Edward Alfred Smith

Check the 1861 for them to see if they have Frederick with them.  If he is - you have the answer to who his mother was
