parents James Elliott and Emily Fleeson who were married 29 January 1861 Killucan, Mullingar, Westmeath
James was a policeman

Are you sure 1860 birth was Westmeath? Policemen were usually not stationed in their home county or the home county of their wife.

Don't think James Elliott was born in Westmeath so he was not in home county (possible Longford) and would have been policeman before married - think they left Westmeath shortly after being married and went to England as next child was born in London 1863   no luck with birth
