Not an expert but it looks to me like early 1930's.

What a handsome young man. Very smart with his suit and tie. I noticed his ring and wondered if it may have been given to him for a special occasion as it seems prominent in the photo?

My dad was given a ring by his parents for his 21st birthday in 1938 and I still have it.

I made the request for my cousin and will share your lovely comment with him.  I am sure it will bring a smile.  He has his Dad's ring and I will ask him if he knows if it was a gift on his 21 st birthday. What a lovely tradition that would be.  He does seem to be showing it off.
