I do not know if this is your man but I have found a death as follows, it may or not be him

Daniel Looney born 1905 death 1951 Bromley Kent

As he would have been in the forces after 1920 his service records would still be with the MOD

If he is serving in WW2 he probably won't be on the 1939 register as it is Civilian only

If he was in service possibly not on 1939 unless you know he married his wife might be listed
