The closest I can come up with is Royal Engineers, but I am far from certain.

Doesn't have the scroll or GR for it to be RE, other than that it's very similar. Are you sure it's British?

I would say RE, it is just so out of focus but all the elements are there.

I was wondering if that is because the definition is low.  I see a possible GvR, but it's very hard to be sure that there isn't a scroll near the bottom.
