I have found the record on findmypast 1939 register transcripts that is with the fisher household.

Age given at time of death for Florence may not be accurate, if the informant didn't actually know how old she was 36 may have been an educated guess.

The freesearch for 1939 for this William possibly puts him in the same area as Frances.  It may be worth looking at.  He appears to have had two sisters born 1928 according to freebmd, I won't post details in case they are still living.
