Can Walter Elkin from England be cleaned up?

This is a pretty poor quality copy. But I wonder if some clean up is possible. Thanking you in advance.

Louise, if you ask a moderator to shift your request to the main photo board more people will see it; you've inadvertently posted it to the Tips & Tutorials board which doesn't see a lot of action.
Getting a bit late for me to start but I'll have a go tomorrow unless you get a flood of replies while I sleep.  :)
