Is this William Powell/Jones on 1891 census:

Name:   William Powell
Age:   11/12
Estimated birth year:   abt 1890
Relation:   Son
Father's name:   William Powell
Mother's name:   Elizabeth Powell
Gender:   Male
Where born:   Pontypridd, Glamorgan, Wales
Civil Parish:   Llantwitfardre
Ecclesiastical parish:   St Catherine
Town:   Pontypridd
County/Island:   Glamorgan
Country:   Wales
Registration district:   Pontypridd
Sub registration district:   Llantrisant
ED, institution, or vessel:   22
Piece:   4420
Folio:   130
Page Number:   47
Household Members:
Name   Age
William Powell   33  Head
Elizabeth Powell   30  Wife
William Powell   11/12   Son
Susan Lamkins   80
Thomas Rees   17
John Gouerie   19

Birth:
Name:                   Mother's Maiden Surname:
POWELL, WILLIAM       REES
GRO Reference: 1890  J Quarter in PONTYPRIDD  Volume 11A  Page 468
(from GRO index)

Parents marriage:

Surname    First name(s)        District    Vol    Page
Marriages Jun 1886   (>99%)

POWELL    William        Pontypridd    11a   560
REES    Elizabeth        Pontypridd    11a   560

Think William Powell senior died 1894 or 1895 in Pontypridd:

Deaths Sep 1894        age
Powell    William    42    Pontypridd    11a   224
Deaths Dec 1894
Powell    William    50    Pontypridd    11a   265
Deaths Sep 1895
Powell    William    39    Pontypridd    11a   257

Elizabeth Rees marriage to James Morgan

Surname    First name(s)        District    Vol    Page
Marriages Mar 1897
Morgan    James        Pontypridd    11a   638
REES    Elizabeth        Pontypridd    11a   638

(but married under maiden name not deceased husbands name?)

As already suggested by AVM possible reason for Jones name, The Reformatory School Record (West Yorkshire) shows that apart from his parents names (Elizabeth Morgan mother, James Morgan Step father) two other contact are given.

Mrs Jones (aunt) Cardiff
Mr W J Morgan (uncle) Brecon

This record also has a photo of the boy and records that he also has tattoo's:

1.  On chest
2.  On right arm: crossed swords and letters F.H
3.  On left arm: letters E.W.P  and E.M

Have tried to locate a possible lead on the 1939 register with the given date of birth of 7 April 1890. There is one William Jones with that date living in Merthyr with wife Gwen Ann, but can't find the link to William Powell/Jones.
