What address did he wed from?
What occupation did he have?
Occupation for father?
What names witness?

What birthplace in 1911?
What birthplace in other census?

All clues need to be looked at with a common name.

A James Mills married in 1889 in Newcastle, and on the same age is an Ann Wheaton.  These could be her children per the 1891 census, both with no mother’s maiden name, indicating illegitimacy:

WHEATON, ANN GRO Ref: 1883  J Quarter in NEWCASTLE-UPON-TYNE  Volume 10B  Page 118
WHEATON, JAMES GRO Reference: 1885  S Quarter in NEWCASTLE-UPON-TYNE  Volume 10B  Page 117

It would seem that at least two more children were born after the marriage;
MILLS, THOMAS  mmn WHEATON  GRO Ref: 1891  S Quarter in NEWCASTLE UPON TYNE  Volume 10B  Page 172
MILLS, MARGARET WILSON mmn WHEATON GRO Ref: 1894  D Quarter in NEWCASTLE-UPON-TYNE  Volume 10B  Page 150

Margaret is with James in 1911 living with other family members, including her grandmother:

EDITED - ignore, age is wrong. Margaret Wilson Mills death registered 1896.

It looks like Annie may have been admitted to the Newcastle Lunatic Asylum on 11 Jul 1898 & died there 7 Dec 1945.  She appears in 1901 as A Mills 38 born London & is present there on the 1939 register.
