Well that explains the Lucy Ann Masters, niece, on the 1861 Census.

Robert definitely looks to be John's brother, unfortunately I can't find a baptism for either.

Hi,

It might be worth checking the Petty Sessions as the magistrate(s) issued the licenses.

Local newspapers may also help.  A bar room brawl or coroners court may mention the inn and it's landlord.
