Interesting that they are near a ?church but the ladies aren't wearing hats.

You are right, they are outside a church, in fact one of the couples of this family group lived in a cottage in the churchyard in Barham, Hunts. It looks like the sort of photo an itinerant photographer would take, maybe he just sat them all down outside the church. Comparing images on the internet I am beginning to think the notice on the door was a proclamation of Victoria's death or a national day of mourning.
