This might help explain what the 1939 register is:-

About 1939 England and Wales Register
Historical Context

Initially taken due to the onset of war with the purpose of producing National Identity Cards, the register later came to be multi-functional, first as an aid in the use of ration books and later helping officials record the movement of the civilian population over the following decades and from 1948, as the basis for the National Health Service Register. The 1939 Register is an extremely important genealogical resource, not only for the rich detail and information recorded for each person and household, but also in helping to bridge a thirty-year gap in census data. The census taken in 1931 was destroyed during the Second World War and no census was carried out in 1941 due to the ongoing conflict. The register, as held by The National Archives, contains data only for England and Wales and does not include records from households in Scotland, Northern Ireland, the Channel Islands or the Isle of Man.

The Manchester one I found on FreeBMD died 1932 age 56 so age2 years out
I have checked births and there is one 1866 next one 1883 in England so no obvious Alexanders of the right age born in England

Probate for this 1932 death of a Alexander Samuel - (not proven/disproven to be your Samuel yet  :-\)

The FIND A GRAVE entry for Alexander Samuel - death 8 December 1932 - looks like a Jewish Burial - perhaps not yours........ ???

There was a death of a Paula Samuel aged 67 years - registered March 1958 - Stockport - 10a 666

Death 20 March 1958 - Probate - 25 April 1958

I believe this is Alfred Samuel - son of Alexander and Paula - mentioned in the probate of Paula - Alfred born 30 November 1910 passed away and death registered November 1988 Macclesfield - vol 35 - page 795

Still leaves us no nearer knowing if this is the correct matches for your Alexander Samuel  :-\

The address given in the probate for Paula Samuel in 1958 - Wood Cottage Stringe Road Strines Cheshire also crops up in the probate for Irving Samuel (who I believe may be another son)

Irving Samuel born 22 March 1913 - passed away 12 December 1959

 Sandra Can you find anything on the Alexander Samuel on the one I posted 1939   I'm assuming this is his brother James Samuel died 1959 Essex born 1869 ...He is also in West Ham 1911
His occupation is ship wright ?
