Married twice?

I have found marriage certificates for William Funnell and Harriet Brown who appear to have married twice, see attached.
There could be various reasons for this, such as the confirmation in each others parish, but is this correct?

He was in the Army and would have needed permission to marry, perhaps he did not originally have this permission.  I have seen other instances where this has happened.
