Confirming the address on 1891 would be a start - is it 1 Tipnor Lane  :-\

I did manage to find the address in the 1901 census but none of the Phillips in the cottages in the lane. Moved on to some where else or died (like Harriet). Will look at the granddaughter or children like his son Harry Phillips whos an ancestor of mine. Thanks guys good ideas!

Cant find Tipnor Lane in 1901 to look at the address.  Several other Tipnor's, Street/Road/Terrace all stated to be in Portsmouth but no Tipnor Lane that I can find.

 I have followed the idea about William being with his granddaughter after 1891. Harriet Collier although she is shown with her Grand parents on the 1891 census she also shows on the same census with her family! That family is very large and no evidence of sign of William being there even if they had the room. There was John & Harriet , the parents, plus children George, Harriet, Clara, John, Nellie, Charlotte and Bessie! Keep looking but will may be when I get Harriett's death cert.
