Passports in 1853 - who needed them and for which countries?

Hello experts,

my research has brought me to a Mr James Gutteres (esq) born 1818 who went to India as a surgeon in 1840 and married in England in 1847, appears in the 1851 census with his wife and two daughters, was chairman of a mining company (newspaper clips) and disappears after he applies for a passport in 1853.

There are references to him in the Westminster rate books through the 1880s.
He bought a funeral plot in 1882.
And he wrote a will in Jersey Channel Islands in 1900.
But he is in none of the censuses after 1851, leading me to think that he lived most of his adult life overseas and came back occasionally and probably retired to the Channel Islands.

But my specific question is this:
* Who needed passports in 1853?
* And which countries would have required them?

These questions are intended to help me determine where James went.
But if you can find him in other countries by other means then please go ahead.

My blood relative is his wife, originally Susan Julia Hogarth Gooch (b, 1821).
The Gooch family seem to have been of high social standing in London and the daughters all married well.

Kate's marriage notice in 1872 says her father was of Kingston, Jamaica.

Oh really? I missed James in two censuses on the basis of spelling mistakes??  Sigh...
I need an emoji for a man slapping his face with embarrassment.

BTW just 10 minutes ago I found a wedding announcement for James's daughter Kate
in the London newspaper for Dec 1872. In it, the father is said to be living in Kingston Jamaica.

I doubt that there is anything else to find in this project, but I will leave the conversation open for a while.  For example, perhaps we can find out what happened to his wife Susan?

Wow, that was fast.

I just found a death registration for Susan I H Gutteres in 1882.

The initials should be Susan J H Gutteres, obviously a mistake.
1882 matches the request for a cemetery plot by James Gutteres (obviously not for himself).

Just wondering if the name wasn't originally Gutierrez - i.e., Hispanic.
Bazalgette, but mainly not FH information.
