Looking for 1918 Electoral Role for Burnley

Hi. Would anyone have access to the 1918 Electoral role please? My great uncle was John James Rigby and I have a WW1 pension record for a John James Rigby living at 19 Whitpark St Burnley. As the name is so common, I'm trying to establish whether it is my John James. In the 1911 census he is listed as being with his parents and siblings at 1 Whitpark St, father is William Henry Rigby. I am aware that the records are held at the library, but as I live in Ireland, a visit there isn't practical. If anyone can help me this would clear up a few questions I have relating to this family. Electoral Rolls are normally held in local archives, record offices or libraries?

For Burnley, you may need to look for Burgess Rolls, or Electoral Registers.
