Help reading medal card/roll, please

This is an extract from the Medal Card and Medal Roll for John W Sampson, 7658 Leicestershire Regiment and 606524 Labour Corps.

Can anyone help me with what's written in the Remarks column of the Medal Card, and the comments on the Medal Roll please?

They are both saying the same thing.  The medals (except the 1915 Star) for whatever reason had perhaps not been able to be delivered or were returned by the man/family and were still held by the Labour Corps record office when it ceased operation after the war.  They were subsequently claimed, looks like 1937 by the family, and issued on an Issue Voucher (IV).  The associated hieroglyphics can be ignored.
