He is not a Policeman.  If you look at the shoulder title then it is a long title such as Worcestershire or Cheshire.  Which would match his Worcestershire or Cheshire shaped cap badge.

The MMP wore and MMP title whilst the RA wore a RA, RGA, RHA, etc.  The cap cover is not necessarily for a policeman.

The photo is WW1 era. The sgts' stripes are of a variation often found in WW1 but that dropped out of use soon after.  It is definately not WW2.  I suspect that is your uncle as a Sgt in the Worcestershire Regiment.

His (Montague's) discharge date makes it almost certain that his record, such as it is, is still with MOD.

Alan O is right, I am happy to be corrected.  That would explain what I called a coincidence, the photo is surely that of John Humphries in his WW1 time or even before as a Sgt farrier in the Worcestershire Regiment before transfer to the ASC in the Horse Transport element.
