Has a disk been accidentally left in the cd/dvd drive or is there a usb stick plugged in?  It's looking for its operating system and has an order it looks in, usually the usb port original optical drive come before the hard drive.

Was there something plugged in when it was last shutdown that has since been removed?

Printer, USB etc

If you're sure there's no CD left in a ROM drive, go into the BIOS and check that the laptop still lists a hard drive.

If it can't see one then that might point to a hard drive failure.

It's possible the hard drive has failed.

It's worth unplugging the drive and reconnecting it, in case there is a poor or dirty connector. Doing this will wipe it clean.

Dell's web site should have instructions on how to access the drive, if it isn't obvious from the outside of the case.

If the drive has physically failed (you can often diagnose this from the sound, or lack of it), then it would involve rebuilding with a fresh drive. If you are on Windows 10, even one upgraded from Windows 7 or 8, the existing licence will work. You can download the installation media direct from Microsoft.

Hi

Explain the tissue, under the machine, in the foto?

Take the music/video CD/dvd out of the cd/dvd drive?

Not the contents of the drive though!
