Restore and Colour for very poor quality photo of Norman Tait Roxburghshire

I took this photo of my father when I was about 10 years old.  It was very special to me because he became ill and passed away not long after. He was only 42. I would appreciate any improvement. His hair was light. It was a cheap camera and Gratispool developed the film.

...........and was that a prefab or a posh bungalow?
