Life in the military question

I’m so sorry if this is a strange question but I know absolutely nothing about military life.
Trying to piece together some family history so please excuse my cryptic question...
This would be post WW2. What would be the most likely scenario for a military person of very high rank, stationed in their native country, to meet and have a relationship with a (younger) person totally unrelated with the military?

Quite simply they would meet in exactly the same way as anyone else.

Oh lots of ways,in a pub.She May have been civilian staff at the depot.
Friend of the family,presuming she was of the same class I would think that was not unlikely.

She was not of the same class or connected to the military in any way at all as far as I can tell, although the pub scenario sounds likely!
