Hilton Jason Saunders, was a Registrar of Marriages, Town Hall, Twickenham, so the marriage would have taken place there rather than at the Superintendent's office.

Sorry Stan, that building (https://goo.gl/maps/WB3LBGN84Qo ) is Richmond Town Hall (the old Town Hall that now houses the Museum of Richmond and the Local Studies Library & Archive) which is a different registration district.

Twickenham Town Hall from 1916 no longer exists - it was on King Street.  There is a parade of shops there now - possibly built early 1930s.

Thanks for pointing that out, I googled Twickenham town hall, and saw Old Town Hall and assumed that was it. You can see the Town Hall, King Street on the map at https://maps.nls.uk/geo/explore/side-by-side/#zoom=19&lat=51.4461&lon=-0.3284&layers=163&right=BingHyb

The front part of the Town Hall was demolished in 1926 as part of the widening of King Street......... in 1928 it is referred to as the Old Town Hall, and it is unoccupied.
