I very much doubt her mother was Rebecca.  The 1891 shows Kate was born in Paddington which was part of the Kensington registration district so the 1869 birth appears to be correct - mmn Causley.

Anne Elizabeth Causley was a minor when she married William Smith on 15.2.1858 at Paddington parish church.  Her father was William - occ stonemason

I think there may have been some confusion as the witnesses were Robert & Rachel Wake

The Causley surname seems to be prevalent in Devon

think I have found Rebecca Wake - she is possibly the Grandmother of Kate Florence Smith and the mother of Anne Elizabeth!!!
The scandal being that Anne Elizabeth was illegit
