Anyone have knowledge of pub licensing please?

I have three specific questions that I can't find the answer to:

1. I have some copies of documents whereby the licensee of a pub has signed a (standard, printed) form - these are all 19th century - stating his intention to transfer the license from himself to a named  individual at the next special licensing sessions, which were usually in a month or so.
Question: would the current licensee carry on until then, or could the nominated person take over?

2. If someone already held a license and was running their own pub, could they temporarily help out at another pub where there had been a death of the licensee of that pub?  I've come across two instances now of a licensee of another pub being in temporary charge of one where the landlord had died.

3. Linked to no. 2.  Landlord of pub Thomas died in June 1846, his wife Ellen in September 1847.  In November 1847 the landlord of a nearby pub, her executor, signed one of these forms saying he intended to transfer the license to someone else.  The word Victualler was crossed out after Ellen's name, so she can't have had the license.  Can anyone shed any light on this please?

The way I see it is that these licenses were for the premises, not the person.
There was a requirement for a personal licence to sell beer under the 1830 beer act, but I cannot work out the actual circumstances, nor when a licensed victualler came into being.

Nowadays the premises must be licensed, and a designated persons license is also required to supervise the premises.

I certainly can't answer your questions directly; but I think it would be useful to search the British Newspaper Archive (assuming there is coverage of the place and time concerned) for the name and address of the public house.

The BNA can also be accessed through FindMyPast, if preferred.

I'm using the newspapers as well but sometimes I just can't find what I need!  Also doing background reading but I just can't find answers!  The trouble is, where I live was under the old West Riding and the various local record offices don't have all the records I want, or know where they are.  It's all very frustrating.  I suppose I can fudge the way I word what I am doing, but I am a perfectionist!  Three days' research to verify a few facts!!

For the period you are interested in, pub licensing was under the jurisdiction of local magistrates and not local authorities as now.
If any records have survived they are probably with a county record office.
