Here's some armchair sightings ... at the moment I cannot get them exactly together, but here's interim report ... mainly some Sands sightings...

Do you have their NSW Deceased Estates/Probate Packets? these can be informative.

Last sighting for private residence for H R LEACH :
Sands 1893 Suburban   (so Oct 1892)
H.R. LEACH was at ‘Kilcoy’,  James St, NORTH SYDNEY

And a first  sighting for H KIRBY Sands 1895 alpha … (Oct 1894)
H KIRBY, Sloane St, Summer Hill

But H.R. LEACH at 602 George St, still listed in Sands Commercial Streets 1894,  1895,   1896,  and at 604 George St, gunsmith 1897,
And Howard Robert LEACH 1927 death was registered at North Sydney, and the NSW Archives index for his Deceased Estate file has him as a gunsmith …

When the father of Howard Robert LEACH died in Suffolk in 1883, he left a sizable estate and Howard and his brothers were executors.
If they were also beneficiaries in the will, then Howard would have been well-placed to pay his own way to Australia and set up a business.

Unassisted immigrants are sometimes recorded without much detail.

Bugbear likely has the following,but it gives me pointers of where to look back from 1899 towards 1889 Sydney for him, so I share  :

This places KIRBY in Mosman, (a suburb of Sydney on the North Shore) and and confirms his mum's given name, her age, and locality...

Yes - that is a KEY item in all this, since it ties the Herbert Kirby of Australian "Nock and Kirby" fame to the Herbert Kirby to be found in the English Census records.
