If you look at the other entries on the pages of the register, they appear to have the same comment.  I believe it says "& Town of Mcr", some of the others are in more detail and spell Manchester in full, or "Manch".

I agree. I would be fairly certain that is say 'Town of Man'  (he ran out of room on the line to add the ch) as in the others on the page
