Does this mean the person has already died, or that he has just made the will and is still alive?

As the will has been proved (in the Consistory Court), the date given will be the date of probate, so the person will have died. Sometimes the person writing the will would have died not long before this date, but sometimes wills were not proved until some years later for whatever reason.

(By the way, he will be a 'yeoman', not a ''yoeman' as you have written - no doubt just a typo.)
