Does anyone recognise the uniform?

I can't help with the soldier and it may be a good idea to post it on the military board for a better response. The second photo I would say was Edwardian or maybe just a bit later as children are hard to date.

The children's photo looks about 1902-10, certainly early 1900's.
Sorry no idea about the man.
