Any chance of a better scan Rob?  This is really tiny, and going to need some work.   ;)

You will get a much better result if you can set the scanner to 300dpi or thereabouts, and you are allowed size of 500kg on this board  (this is only 19+)  It registers at 150 dpi on my computer - so maybe you could scan it at 600!   (Unless my computer is wrong) 
I tried enlarging it and it is pixilating very quickly and appears to be slightly out of focus.     :-\

I've had a go at cleaning this up, but this scan has not enough definition to improve the image.

Had a go, but looking forward to a better scan as well - so we can see what you really looked like  :) - and I can see if I got the number plate right. ;D
