Yes it's a bit of a puzzler. 

I wonder how old the first Elizabeth was when she died - all we know is she was under 1.  Maybe her birth just wasn't registered  :(

Thought it was legal after 1875 to register births but may be wrong.  As you say it is a mystery may be one day?  Thank you for looking

The marriage certificae for Robert does say his father was Job SMITH a labourer (same as Tracey's father) and Matilda ORGAN was a Widow - maiden name: PHILLIPS   (father: Isaac PHILLIPS as labourer)....

Robert was living at Kington


1881 Census, Glos Henbury, Westbury

Robert SMITH - 39, Ag Lab. born Glos Moreton
Matilda SMITH - 40 - born Stinchombe, Glos
Fanny SMITH - 2 - born Thornbury
Isaac G ORGAN - Stepson - aged 6, born Thornbury

It certainly is - GRO indexes has birth entries of children with mmn SMITH , apart from James & Elizabeth bn1877

It looks as if Elizabeth was approx 2 months old - her ch Jul 1877 and burial Sep 1877
