   I have just emailed an archive/library in America and received an automatic reply saying they are closed "due to a lack of appropriations". Is this their way of saying the government is not paying the staff?

Most likely related to the recent (and heavily publicised) 35-day shutdown of parts of the federal government.  It could take more than a week to sort out the backlog of work :-\
