I've seen 'RLY COMP' in census records as an abbreviation for 'Railway Company'.
'PT WAY' would be 'Permanent Way', railway jargon for the tracks (rails, sleepers, ballast etc) as opposed to the rolling stock (engines, carriages, anything with wheels travelling on the tracks).
