Thank you Ruskie, Forfarian, GR2 & ShaunJ for your contributions.

As you say, memories can be a bit unreliable and the Rt. Hon. Thomas Francis Kennedy seems to fit the bill. Plus the number of forests showing on the map add to the possibility.

Interesting about Sir James Fergusson having a New Zealand connection. Must look that up.
