Naval Military Hand
Jewel Boot Maker

Ancestry has transcribed it as "Power Coot"

What do others think?

(he was a bootmaker in previous censuses)

Yes, naval military hand, and hand-sewn boot maker. If you Google the whole phrase (using the " ") you'll find plenty of references to hand sewn boot makers.
