The Flights, Ledbury

The 1939 Register shows Phoebe Parry age 52 living at the Flights, Ledbury.
There appear to be 34 people under one roof.
Can anyone please tell me what sort of place it was / is?
A hostel maybe or hospital?

I have found reference ti “Anne fawke born  at the flights Ledbury. Part of an anc..y message board,
May be a clue there if you have ancestry

The links I gave do suggest a series of buildings.  Could the 1939 register have some of the address column include a blanked out address because some of the names have been redacted, so it looks as if there are more people there than, in fact, there are?

Was the district Ledbury urban or Ledbury rural, Ledbury rural covers a huge area and includes a hop pickers encampment amongst others similar

Hi, thanks for the replies.
I'll have a look at Ann Fawkes.

The inhabitants are numbered 1 to 34 which suggests they are under one roof.

Ledbury R D.
Maybe hop pickers is the clue?

Very difficult as we can't give details of 1939 but I think it is likely to be what Mike suggests

Ledbury rural covers a huge area and includes a hop pickers encampment amongst others similar

PS - husband's ancestors lived in Ledbury area and I know that they had a large farm and hired seasonal help.
