WWI draft registration query

On a WWI draft registration card the man is employed by Oregon State Penitentiary.  Would he be likely to have been a prisoner or could he actually have been working there.  His home address was actually in another state.

I would suspect he was an inmate.  There were probably not long commutes from other states done frequently in those days.

Where was he in the 1920 census and what was his occupation?
Wiltshire:  Banks, Taylor
Somerset:  Duddridge, Richards, Barnard, Pillinger
Gloucestershire:  Barnard, Marsh, Crossman
Bristol:  Banks, Duddridge, Barnard
Down:  Ennis, McGee
Wicklow:  Chapman, Pepper
Wigtownshire:  Logan, Conning
Wisconsin:  Ennis, Chapman, Logan, Ware
Maine:  Ware, Mitchell, Tarr, Davis

You could try looking in newspapers to see if there is any mention of the crime.  Lots of old Oregon newspapers here - https://oregonnews.uoregon.edu/search/advanced/

I have seen registrations of men who have nationalities other than American. i.e. Canadians and British but never a prisoner. However knowing what we know now the chances of surviving the war as a prisoner would have been grater than joining the military.
