Ancestor with a decorated bicycle date please

These photos are from my parents album I don't Know who this chap is or why he has decorated his bicycle but possibly someone on Roots chat may have seen similar and can give a date range and possible event. My parents were Londoners Mum's parents from Rotherhithe and Dad's West Ham and Northern Ireland but there were connections to Birmingham and Greenock in Scotland.

The second one looks be 1920s as that is when the collar bar was fashionable. The first one looks to be Edwardian era....is it a postcard? posting the back might help.

Treetotal I should have added I only have scans of these photos my sister had the originals so I dont know whats on the back of them.

I think the lamp on the bike is a carbide type which would date it around the early 1900's.

Wikipedia gives 1896 for the introduction of carbide bicycle lamps
