Name of unit in WW 1.

Hello I have the Service Records of Edwin Francis and they are very faded.  Can anyone help me work out what corps he was in?  It looks like 28 Labim Coy R.W.   Can anyone clarify what this means?

28 Labour Company RWS

RWS = Royal West Surrey - that is on the 3rd page of his army papers
