Restore and Date family album photo

This photo is from an album handed down through the generations on my mother's side of our family.
The person is Isidora Pelissier (married name Meilleur).  She was born in 1859 and died in 1892.

If someone would kindly restore her and can give me an idea of when it was taken I would be very grateful.

I would guess probably taken in the late  1870s

Was having a portrait done for 21st birthday a tradition?
Did they have them done for marriage?  She was married in 1879.
Looked for McClure's in city directories and newspapers. John S. McClure on Poydras St. In 1883. But not on Camp St. Still trying to track.
